TPAT Governance 
 

Truro and Penwith Academy Trust is a charitable company limited by guarantee (Company number 08880841). Governance of the Trust falls within the responsibility of Members and the Board of Trustees.

The Members:

  • are signatories to the articles of association (which sets out the trusts’ charitable objects and governance structure) and have the power to amend the articles of association
  • have the power to appoint a number of the Trustees and to remove any or all serving Trustees
  • may issue direction to the Trustees to take a specific action
  • have power, ultimately, to wind up the academy trust.


The Trustees are both charity trustees and company directors and have the legal responsibility for conducting the business of the trust. They may choose to delegate certain powers to committees or to the local governing boards of academies in accordance with a Scheme of Delegated Authority (SoDA).

In particular, Trustees have responsibility to:

  • ensure clarity of vision, ethos and strategic direction
  • hold executive leaders to account for the educational performance of the organisation and its pupils, and the performance management of staff
  • oversee the financial performance of the organisation and make sure its money is well spent.

Blackwater Local Monitoring Committee
As a school, we have a collective of local monitoring committees who support and challenge the Headteacher and school through monitoring different areas of school development and also asking challenging and thoughtful questions during our Local Monitoring Committee meetings.

My name is Louis and I am the Chair of the Blackwater Local Monitoring Committee.
I joined our LMC body when our eldest daughter was in Year One because I loved what Blackwater stood for and what Evey and the team were offering for all the children at the school. Being a teacher myself, I know how important it is to have a supportive LMC and I love being able to offer that for Blackwater.
When I am not teaching or at home with the family you can find me running all over Cornwall as I love trail running and where better to do it than the Cornish coast path?

Mrs Jo Bell

My name is Jo Bell. I have two children at Blackwater School (Year 3 and Reception) and one child in Year 7 at Richard Lander. I have been a LMC at Blackwater since 2015. Over the past 7 years have been the Chair of Committee for several years, as well as the maths, reading, EYFS and SEN committee member.
Currently I am the safeguarding LMC as well as the LMC for writing. I have a personal interest in reading and Special Educational Needs.
I have a degree in Environmental Science and Technology which I gained at Camborne School of Mines. I qualified as a teacher in 2001 and spent 11 years teaching in a Primary Schools, mainly in KS2. For the last 10 years I have worked in teacher training as a leader of a school-based teacher training course. I love my job as it involves training and supporting people to become the teachers of the future as well as visiting lots of schools throughout Devon and Cornwall. I also work part-time as a Lecturer for the University of Worcester teaching on educational degree programmes. I am currently undertaking an NPQ in Leading Teacher Development.
Outside of work and governance, I spend a lot of time with my family and our animals. We have 7 horses and around 30 sheep, as well as dogs, cats, chickens, ducks and a rabbit.

Mr Scott Eustace

I am a parent of a child at Blackwater school and have recently joined the board of LMC. I have been working internationally in marketing roles for over 20 years. P 11 of these were in education including 4 years with SIMS, the most widely used Management Information System (MIS) in UK schools.

I am passionate about applying technology to support innovation, especially in education. I have considerable experience of successfully implementing new digital approaches and am a published academic author on the impact of technology on interpreting empirical evidence.

In my free time I enjoy spending time in the beautiful Cornish outdoors with my family, and often surfing, skiing & snowboarding, climbing, and riding horses and mountain bikes.

As an experienced teacher and school leader, I am excited to become a part of the LMC at Blackwater School. Since taking on a role in the Senior Leadership Team at the school, I have relished the opportunity to work in an environment that offers all children the highest standard of education and support to ensure that they are emotionally and socially prepared to achieve their full potential. I have a passion for Geography, Music and curriculum development and believe that a school’s curriculum offer should reflect and recognise its local community. After working away from Cornwall for many years, I am excited to return to my home county and help deliver a curriculum that celebrates the rich and diverse history of our local area. As a staff LMC I look forward to playing an even greater role in delivering all of the things that make Blackwater such a special school to be part of.

I have been part of Blackwater School for thirty years, firstly as a parent then later as a staff member. I have worked in all the year groups but Early Years is my passion. I have seen many positive changes in the school and have worked closely with all three headteachers.
I currently work in Wheal Friendly as the Nursery lead. The children call me Mrs. Sprinkles!

I am also a member of Blackwater Village Trust and would like to continue to build our community links.

I have been a Committee member at Blackwater school for almost three years.

I live in the village and feel it is very important to ‘give’ to your local community. I was therefore delighted to be excepted on the LMC for the school. I have been a teacher, including a head teacher, for over 20 years. I love education and seeing children blossom through learning. The ethos at Blackwater school is excellent and allows the children the opportunity to learn both academically but, as importantly, socially and emotionally. While I am not busy teaching, I really enjoy time in Cornwall walking and appreciating the beautiful sights. I am also a little addicted to puzzles of any kind and can be regular found with a crossword, sudoku or similar on my lap!
